"Die neuere Forschung zu vormodernen Wahl- und Abstimmungsverfahren war, nachdem die klassische Politikgeschichte lange Zeit nur die instrumentelle Seite des Verfahrens thematisiert hatte, unter den Vorzeichen einer "Neuen Politikgeschichte" bzw. einer "Kulturgeschichte des Politischen" häufig von Fragen nach der symbolischen Form von Wahlen bestimmt. Diese Perspektive ging stellenweise so weit, dass die Verfahrensdimension weitgehend aus dem Gesichtsfeld geriet und vormoderne Wahlen zu allein legitimität- und identitätstiftenden Ritualen mutierten. Seit einiger Zeit ist nun, auch über das engere Forschungsfeld hinaus, eine Gegenbewegung feststellbar, die - ohne die zweifellos reichhaltigen Ergebnisse neuerer Forschungsansätze aufzugeben - versucht, die beiden Seiten vormoderner Wahlen gemeinsam zu betrachten".

"This book represents the results of a collaborative research project on the history of the franchise organized by Raffaele Romanelli at the European University Institute in Florence. Its object of investigation is the basic mechanism regulating electoral processes in many countries, both in Europe and in America, from the beginning of the 19th--when the modern concept of political representation was first shaped-- to the 20th century, when a large number of democratic countries shared some basic tenets of a universalistic electoral system. In bringing together historians and political scientists of different nationalities and cultural backgrounds, this book offers an extended, comparative and interdisciplinary view of the construction of the electorate, viewed as a process of institutional engineering. It examines electoral laws, together with the processes of their implementation through administrative procedures, rituals, and social practices. As Romanelli points out in his introductory chapter, the various systems which follow each other in the history of a single nation and are exported or imported in different countries, adapt to various traditions and contexts..." Un homme, une voix? Histoire du suffrage universel. Michel Offerlé, 1992

"A voté ! Démocratie signifie souveraineté du peuple, donc suffrage universel, direct et secret.
Des évidences aujourd'hui, qui, pourtant, se sont longtemps heurtées à une triple résistance.
Celle des dominants refusant la loi du nombre.
Celle des détracteurs ne comprenant pas comment un simple carré de papier, le bulletin de vote glissé dans l'urne, changerait la vie quotidienne des individus.
Celle des nombreux électeurs enfin, qui, en votant, devaient renoncer à descendre dans la rue.
Dans le secret de l'isoloir, chaque citoyen, détenteur d'une partie de la souveraineté nationale, vote désormais de plus en plus souvent et pour de plus en plus de représentants.
Mais le désenchantement semble gagner les électeurs des vieilles démocraties.
Abstention croissante, augmentation des bulletins blancs et nuls, manifestations, sondages, débats autour de la " démocratie participative "...
si le vote n'est pas rien, il n'est pas tout.

The Construction of The Voter in Finland, C. 1860-1907. Alapuro, Risto, 2006

"The emergence of the modern voter, a constitutive element of representative emocracy, is far from a trivial process. It requires a widespread  adoption of the electoral logic of equality based on the principle of “one individual, one opinion, one vote,” a logic unfamiliar in the era preceding the establishment of mass politics. How this usually gradual and presumably laborious process, the construction of the voter, took place in Finland in the late nineteenth century and the  beginning of the twentieth century is an interesting question: there, the electorate expanded and the political system underwent a sudden  and thorough transformation in sharp distinction to the decades long development common in other countries.''
